The ECCC, similar to courts and tribunals that have been set up in countries that have recently undergone widespread conflict and / or turbulent social change is the body empowered with researching and trying individuals charged with crimes relating to that violence. Souvethy's complaint is partly in her own name and partly to request the ECCC to investigate acts of sexual violence, particularly those relating to transgenders. Wish her luck... April 2008 Cambodia has recently passed a new "anti-trafficking" act. This law criminalises the sale of sex, makes it an offence to interfere with a rescue and has provisions wide enough to arrest peer educators and members of sex worker organisations. Large scale raids and arrests are currently happening, and male sex workers are being targeted for arrest and "rescue". Members of sex worker organisations are being threatened by police and (rescue)NGO workers with arrest when they ask why people are being arrested or try to help them. APNSW is currently documenting the mass arrests in Cambodia, and we are interviewing male and female sex workers who have escaped from prison and from "rescue" centres. The most common complaint is rape by police and guards, next is robbery and bribery. HIV+ sex workers are also not getting access to any of their medications or any medical care at all.
